You mentioned the same country keeps winning, Luxembourg is a country.
The guy before junker was portuguese. And the current president of the council is polish.
I'm not saying germany and france dont have the most influence over the EU behind the scenes, but as far as figureheads I think this is the first time there's a german president of either the commission or council
